The most severe charge against Ohio State was failure to monitor, which isn't quite as serious as lack of institutional control.
The NCAA hit Tressel, who was pushed out at Ohio State in May, with an unethical conduct charge — as it did McNair — and slapped the national championship-winning coach with a five-year show cause order that will make it virtually impossible for him to get another college job during that time.
Sankey, much like Haden, was not about to compare USC and Ohio State.
"From the committee's perspective it, assessed the penalties related to the facts and circumstances of this case," he said.
The fact is, if Ohio State received anything less than the USC treatment it was going to be viewed by many as a slap on the wrist.

Ohio State fans can argue that no matter how many misguided public comments were made by athletic director Gene Smith and Gee, the only person at the school who stood in the way of the investigation was Tressel. And Ohio State got rid of him.

"I think we stumbled out of the gate," Gee said Tuesday night. "We gathered and put together a good approach and from that point on I think that we've done very well.

Ohio State uncovered the violations by Tressel and involving the booster, and self-imposed penalties.

USC, it can be argued, was not as forthcoming or proactive. And in the NCAA's book, there is no more egregious sin.

So while coach Lane Kiffin and USC, which has already served its postseason ban, head toward a murky future because of scholarship reductions that won't really kick in for several years, Ohio State faces a far less daunting hurdle.

It will no doubt sting next year when Meyer's first team can't compete for a Big Ten title. Those bowl practices will be missed, too, as he builds toward Year 2.

The loss of nine scholarships over a three period will be a nuisance, but it won't bring down the Buckeyes.

"The NCAA penalties will serve as a reminder that the college experience does not include the behavior that led to these penalties," Meyer said in a statement. "I expect all of us to work hard to teach and develop young student-athletes to grow responsibly and to become productive citizens in their communities upon graduation."

A case can also be made that as successful as Tressel was, Meyer is an upgrade.

At the end of this sordid affair, the damage done to Ohio State is mostly superficial. Its reputation has been tarnished, its leaders embarrassed.

But it's not like that will keep Meyer from adding to the trophy case at the Woody Hayes Athletic Center.

The onslaught of scalding ads and messages landing in voters' mailboxes, prompted in part by a Supreme Court decision last year that helped open the floodgates, has made the race for the 2012 GOP nomination among the most negative the state has ever seen. The campaign air war, slow to start at first, has intensified as the caucuses loom closer — leaving observers to puzzle over its recent dark turn.
"The ads are more negative than they were in 2007," said Dianne Bystrom, a political communications professor at Iowa State University.
"In part it's the mood of the country, which has certainly darkened in the last 4 years," Bystrom said. "Some of the Republicans haven't spent a lot of time in the state, so they're communicating on television. And there's lots of third party ads this time that have really changed the dynamic."
That means Texas Gov. Rick Perry is slamming Romney, the former Massachusetts governor, for supporting an individual health care mandate that formed the basis of President Barack Obama's health care law. Ron Paul is complaining about "smooth-talking politicians" over video images of Gingrich, Romney and Obama. And a pro-Romney independent group, Restore Our Future, has unleashed a multimillion-dollar assault on Gingrich, effectively doing the former Massachusetts governor's dirty work while letting him float safely above the fray.
"Newt Gingrich has more baggage than the airlines," the group's new ad says, showing Gingrich pairing with Pelosi, the House Democratic leader, to fight climate change.
While attack ads are often effective, they can muddy the instigator as much as they wound the target. That's particularly true in a multicandidate field, where an attack on one candidate from another can actually benefit a third.
Such was the case in 2004, when Democrats Howard Dean and Dick Gephardt battled each other hard in Iowa. Another rival, John Kerry, took advantage of the fray and went on to win the caucuses that year.
As an officially independent group, Restore Our Future bears no mention of Romney's name — protecting him to some degree from blowback. It is made up of former Romney advisers.
Gingrich, for his part, isn't ready to give Romney a pass. He addressed the risk to Romney at a campaign events in Iowa this week when asked about the impact of the group's ads.
"It reflects badly on other Republicans that they haven't got anything positive to say for themselves and they have to rely on their consultants trying to tear down a fellow Republican and they are in effect doing Barack Obama's work," Gingrich said Monday. "I think the average Republican's going to be very unhappy with Republicans whose entire campaign is negative."
He turned up the heat Tuesday.
"Understand, these are his people running his ads, doing his dirty work while he pretends to be above it," Gingrich said in Ottumwa, Iowa. "I don't object to being outspent. I object to lies. I object to negative smear campaigns."
Earlier Tuesday, Romney said in an appearance on MSNBC that super PACs have been "a disaster." But he refused to urge the group Restore Our Future to halt the attacks on Gingrich, saying that the law prohibits his campaign and such groups to coordinate.
"I'm not allowed to communicate with a super PAC in any way, shape or form," Romney said. "If we coordinate in any way whatsoever, we go to the big house."
A fired-up Gingrich, who has seen his candidacy slide amid a barrage of attack ads, read Romney's remarks to reporters and then promptly labeled them "baloney." He again urged Romney to demand that the negative spots be taken down.
"I think these guys hire consultants who get drunk, sit around and write stupid ads," Gingrich said. "Every one of these candidates should take responsibility for the lies they are putting up".

To be sure, not every candidate is blistering the airwaves.

Gingrich, for his part, is trying to make good on a campaign promise to stay positive in ads even though he's swiped indirectly at Romney. The former House speaker and his wife, Callista, are expected to appear in a campaign Christmas commercial in Iowa later this week.

Cash-strapped hopefuls Michele Bachmann and Rick Santorum are focusing their limited resources on retail campaigning. Jon Huntsman has avoided Iowa in order to go all out n New Hampshire, which hosts the nation's first primary Jan. 10. Our Destiny, a super PAC supporting the former Utah governor, has run positive ads there for him.

By far the biggest jolt to the advertising landscape this time is the emergence of super PACs — independent groups that can raise and spend unlimited money to support or attack a candidate.

Last year's landmark Supreme Court ruling easing campaign spending restrictions on corporations has brought forth a proliferation of such groups in Iowa. Restore Our Future, a super PAC, has been by far the most prolific, devoting its resources to painting Gingrich as a greedy, unethical hypocrite.

Make Us Great Again, a super PAC backing Perry, has also spent heavily on ads. Groups supporting Gingrich and Santorum have just started to go on the air.

Marty Kaplan, a political communications expert at the University of Southern California, said the negative attacks from both candidates and outside groups would all but certainly continue past Iowa.

"Negative ads work," Kaplan said. "They are compelling narratives with villains and twists that evoke emotion, and they do everything that Hollywood wants to happen to an audience."

Hot on the heels of the formation of their new Mobile and Communications Group, Intel’s first prototype hardware has begun to circulate, giving the mobile market a glimpse of an Intel-powered future. The so-called “reference design” phones and tablets hide Intel’s Medfield chip, designed to take on the might of industry leader ARM.

Based on the Atom processor, the new Medfield chip takes a different approach to Intel’s previous efforts, adopting instead the “system on a chip” method preferred by ARM. Rather than splitting tasks between multiple chips, an SoC works more efficiently by consolidating all functions down onto a single chip.

Intel’s Stephen Smith told MIT’s Technology Review that the Medfield is the company’s first, true single chip system. It’s an important step towards seeing their chips used in mobile devices, thanks to the greatly reduced power consumption of such a design.

The phone you see pictured here is designed to show manufacturers what’s possible, and although any final product won’t necessarily look exactly like it, Intel says they’re are free to use “as much or as little” of the design as they like. A tablet has also been made, but no pictures have been released.

Intel has already announced a partnership with Google, and sure enough the prototype uses Android Gingerbread. The device’s exact specification isn’t known, but the unit tested by Technology Review played HD video and could also stream live TV. Web browsing was described as “fast and smooth,” thanks in part to Intel’s collaboration with Google to optimize overall performance for the Android operating system.

There’s a strong chance the first devices featuring the Medfield chip could be announced during the first half of 2012, with initial information potentially appearing at CES 2012 in January.

NEW YORK – Drugstore operator Walgreen Co.'s fiscal first-quarter earnings fell more than 4 percent due in part to a slow flu season and its decision to leave the Express Scripts Inc. pharmacy network next month.
Walgreen said it would consider a reasonable offer from Express Scripts but reported no progress in negotiations. A three-year contract between the companies ends Dec. 31, and since June, Walgreen and Express Scripts have said they were preparing to stop doing business, jeopardizing billions of dollars in sales for Walgreen.
Shares of Walgreen fell $2.05, or 6.1 percent, to $31.45 in premarket trading.
The nation's largest drugstore chain said the decision to stop doing business with Express Scripts cost a penny per share in sales at pharmacies open at least a year and a penny per share in expenses during the quarter.
The drugstore chain also said a delay in the cough, cold and flu season hurt earnings by another penny per share. The company administered 5 million flu shots through Nov. 30 compared with 5.6 million a year ago.
Walgreen said Wednesday net income fell to $554 million, or 63 cents per share, from $580 million, or 62 cents per share, a year ago, when it had more shares outstanding. Revenue grew 4.7 percent to $18.16 billion.
Analysts surveyed by FactSet expected, on average, earnings of 67 cents per share and $18.24 billion in revenue.
The Deerfield, Ill., company gets $5.3 billion in annual revenue from Express Scripts, which pays Walgreen and other drugstores to fill prescriptions. But it said it would rather give up that revenue than continue filling unprofitable prescriptions.
"While we remain open to any fair and competitive offer from Express Scripts, we firmly believe that accepting their proposal was not in the best long-term interests of our shareholders," Walgreen CEO Greg Wasson said in a statement.
Walgreen is trying to keep as many of those prescriptions as possible by making its own arrangements with companies and health plans. The company says it expects to keep 97 to 99 percent of its fiscal 2011 prescription volume in the new fiscal year, but analysts say Walgreen will lose most of the Express Scripts prescriptions.
Express Scripts also is trying to buy Medco Health Solutions Inc., another large pharmacy benefits manager. If that deal goes through, Walgreen may lose Medco's clients over time.
Walgreen's selling, general and administrative expenses also climbed 5 percent to $4.2 billion because of its acquisition of drugstore.com and other items.
Earlier this month, Walgreen said sales at stores open at least a year grew 2.5 percent during the quarter. However the Express Scripts fight reduced those sales by 1.1 percent. Sales at stores open at least a year are considered a key measurement of retailer health because they exclude results from stores that have opened or closed in the last year.
The company operates 7,812 drugstores nationwide.

BEIJING (Reuters) – North Korea will shift to collective rule from a strongman dictatorship after last week's death of Kim Jong-il, although his untested young son will be at the head of the ruling coterie, a source with close ties to Pyongyang and Beijing said.

The source added that the military, which is trying to develop a nuclear arsenal, has pledged allegiance to the untested Kim Jong-un, who takes over the family dynasty that has ruled North Korea since it was founded after World War Two.

The source declined to be identified but has correctly predicted events in the past, telling Reuters about the North's first nuclear test in 2006 before it took place.

The comments are the first signal that North Korea is following a course that many analysts have anticipated -- it will be governed by a group of people for the first time since it was founded in 1948.

Both Kim Jong-il and his father Kim Il-sung were all-powerful, authoritarian rulers of the isolated state.

The situation in North Korea appeared stable after the military gave its backing to Kim Jong-un, the source said.

"It's very unlikely," the source said when asked about the possibility of a military coup. "The military has pledged allegiance to Kim Jong-un."

North Korea's collective leadership will include Kim Jong-un, his uncle and the military, the source said.

Jang Song-thaek, 65, brother-in-law of Kim Jong-il and the younger Kim's uncle, is seen as the power behind the throne along with his wife Kim Kyong-hui, Kim Jong-il's sister. So too is Ri Yong-ho, the rising star of the North's military and currently its most senior general.

The younger Kim, who is in his late 20s, has his own supporters but is not strong enough to consolidate power, analysts said.

"I know that he's been able to build a group of supporters around himself who are of his generation," said Koh Yu-hwan, president of the Korean Association of North Korean Studies in Seoul.

"So it is not entirely elders in their 70s, plus some like Jang in their 60s, who are backing him. These young backers will be emerging fairly soon."

Koh said the coterie was put in place by Kim Jong-il before he died. "The relative calm seen these few days shows it's been effective. If things were not running smoothly, then we'd have seen a longer period of 'rule by mummy', with Kim Jong-il being faked as still being alive."

He said the younger Kim would accept the set-up, for now. "Considering the tradition of strongarm rule by his father and grandfather, things can't be easy for him," he said.

"REGIME SURVIVAL"

Ralph Cossa, an authority on North Korea and president of the U.S. think tank Pacific Forum CSIS, said it made sense that the ruling group would stick together.

"All have a vested interest in regime survival," he said. "Their own personal safety and survival is inextricably tied to regime survival and Kim Jong-un is the manifestation of this. I think the regime will remain stable, at least in the near-term."

He added in a commentary that the new group may be inclined to reform, but stressed this was far from confirmed.


"Over the long term, there appears to be some hope, primarily emanating from Beijing, that Kim Jong-un will take North Korea down the path of Chinese-style reform, apparently based on the belief that Jang is or will be a 'reformer'."


"Who knows, this may be true. While this could relieve the suffering of the North Korean people over time, it will do little to promote the cause of denuclearization, however."


The high-level source also said North Korea test-fired a missile on Monday to warn the United States not to make any moves against it. Pyongyang however had no immediate plans for further tests, barring an escalation of tensions.


"With the missile test, (North) Korea wanted to deliver the message that they have the ability to protect themselves," the source said.


"But (North) Korea is unlikely to conduct a nuclear test in the near future unless provoked" by the United States and South Korea, the source said.


The unpredictable North's nuclear program has been a nagging source of tension for the international community.


Pyongyang carried out nuclear tests in 2006 and 2009, and has quit six-party talks with South Korea, the United States, China, Japan and Russia on abandoning its nuclear program and returning to the Non-Proliferation Treaty.


The high-level source also said Beijing was only notified of Kim's death earlier on Monday, the same day North Korean state television broadcast the news. Kim died on Saturday.


A leading South Korean newspaper reported on Wednesday China learned of Kim's death soon after it occurred.


China has given no official comment or even hints suggesting it was told of Kim's death before the public announcement.


Beijing, the North's closest ally and biggest provider of aid, has pulled out the stops to support the younger Kim.


The government has invited him to visit and, in an unusual gesture, President Hu Jintao and Vice-President Xi Jinping also visited the hermit state's embassy in Beijing to express their condolences. Roads leading to the embassy were blocked.


Mainly, the prospect of instability on its northeastern border worries China and it sees the younger Kim and his coterie as the best prospect for keeping North Korea on an even keel.


North Korea has been pressed by China to denuclearize and is willing to do so on condition that North and South Korea, the United States and China sign an armistice replacing a 1953 ceasefire agreement, the source said.


The two Koreas have been divided for decades and remain technically at war since their 1950-53 conflict ended with an armistice but no peace agreement. The United States backed the South, while China supported the North in that conflict.


Pyongyang is also convinced there are U.S. nuclear weapons in South Korea and demands Washington pull them out, the source said.
